Ivan Semenov 9a89547b2f [editor-inlay] use editor viewport size to layout inlays instead of visible bounds 
Using visible area of a viewport for size reference caused inlays to be resized when the editor was obscured by some other component or not visible. This caused issues when an editor was placed in another scrollpane (ex combined diff), because when it's scrolled away the inlay was resized to zero width and not all components can handle this (definitely not JEditorPane).

Aleksey Pivovarov 2560567753 IDEA-313135 ui: fix rendering artifact in floating MainMenu on Linux 
Swing rendering pipeline allows painting opaque components without notifying their parents.
We need to disable this optimization to make sure JBMenu and IdeaMenuUI do not try
to paint where the 1-pixel border for mouse-hover-listener is located.

Daniil Ovchinnikov e18fcc8d0f IJPL-943 add "Analyze API Usage Count" action 
Other changes in this commit:

- `resolveApiElement` added.

- `resolveApiField` and `resolveApiMethod` work on reference level
  => they should not go into base classes because the reference has the exact class name.

- `ApiWatcherBundle` added.
