Ilya.Kazakevich d7c00ac3da PY-70729: Move com.jetbrains.extensions deprecated package to the separate module. 
This package is only used by third party plugins. We can't leave it inside another v2 module due to package inconsistency.

See errors like https://youtrack.jetbrains.com/issue/PY-70729/Class-com.jetbrains.python.psi.PyElementType-must-not-be-requested-from-main-classloader-of-Pythonid-plugin#focus=Comments-27-9494155.0-0

So we move it to the separate v2 module which will be removed soon

1. Drop unnecessary executor group wrappings. Place customizations directly to `ExecutorGroupActionGroup` if needed
2. Register delegate group id for children merging on frontend
3. Reuse existing frontend SplitButtonAction. Disable it when no children are present

Egor Ushakov ca951c6bd3 [debugger] runWithAlternativeResolveEnabled does not work for debugger manager thread any more 
runWithAlternativeResolveEnabled now checks for dumb mode only once at the very beginning and no checks are done after that. Switching to DumbModeAccessType.ignoreDumbMode which looks more reliable for this use case anyway.
