Ilya.Kazakevich 305820e6f5 PY-23490: suggest test configuration for folder if name contains "tests" 
Since plain python can't run on folder anyway, there is nothing bad about running folder as test configuration. Most runners support tests in folder discovery.

Konstantin Kolosovsky 41b5825bde Do not load inspection description while highlighting inspection problems 
This commit reverts 9371b2211e.

It is unnecessary to load inspection description without explicit
request because it is rarely needed. And original commit also breaks
"SpellcheckerPerformanceTest.testLargeTextFileWithManyTypos()".
