Do not load inspection description while highlighting inspection problems

This commit reverts 9371b2211e.

It is unnecessary to load inspection description without explicit
request because it is rarely needed. And original commit also breaks
"SpellcheckerPerformanceTest.testLargeTextFileWithManyTypos()".
