Kirill Likhodedov 2e2f988f48 Extension point vcsChangesViewRefresher to provide additional custom refreshes on pressing "Refresh" in the Changes View. 
Untracked files in Git are not queried within the normal refresh procedure - they are watched separately.
I.e. to make a full refresh when user presses "Refresh" in the Changes View it is needed to fairly refresh untracked files.

Kirill Likhodedov 98b259a868 Don't fail while creating GitRepository. 
If an exception happens during GitRepository creation from GitRepositoryManager#updateRepositoriesCollection(), just log the error and go further.

Otherwise the repository wouldn't be detected ever unless another updateRepositoriesCollection() is called.

* GitRepositoryManager.GIT_ROOTS_CHANGE message bus Topic - to notify about git roots changes.
* Fire the GIT_ROOTS_CHANGE event on every scan in GitRootScanner.
* Listen to events in GitRootConverter and update the detected roots list.
* Supply the GitRootDetectInfo to the GitRootErrorsFinder for better control on when to detect.

Kirill Likhodedov d3f23906a8 Detect nested roots in folders for <Project> mapping. 
GitRootConverter is called each time when ProjectLevelVcsManager#getVcsRoots is called.
There all content roots (in the case of <Project> mapping) are converted to a set of Git roots.
If <Project> mapping is defined, all Git roots are found by GitRootDetector and returned.
Otherwise, the same strategy of finding the closest Git above the given root is used.

Update tests to reflect the possibility.

Note: This is not final version, because it queries GitRootDetector each time,
which is bad for performance.
