Andrei Klunnyi 8044f96707 KTIJ-27907 [kotlin][scripting]: Gradle build script files not highlighted on project reopening 
Script highlighting is on when `KotlinHighlightingUtils.shouldHighlightScript` returns `true`.
Its value is cached (see [1]) and reset on modification trackers increment.
`ScriptDependenciesModificationTracker` was missing but shouldn't as the one signaling about
`ScriptConfiguration` availability (see conjunction [2] at [1]).

More details on trackers

There are two preconditions for scripting highlighting: indexing is over, and script-configuration
is available. The first one is tracked via `ProjectRootModificationTracker`. It's triggered at [3].
The second - via `ScriptDependenciesModificationTracker`. It's incremented at [4].

On project opening from scratch (when indexing happens), we mostly rely on `ProjectRootModificationTracker`.
But when the project is reopened, `ScriptDependenciesModificationTracker` comes into the scene.
Why can we rely on its increment? The update at [4] is a snapshot containing all script dependencies
roots [5].

Nikolay Chashnikov 0b555e8b56 [configuration store] fix updating component state from stream provider if it was removed 
In the previous version, if 'updatedFromStreamProvider' is firstly called when the element cannot be loaded (e.g., because its file is empty, such a situation reproduced in RemoteDevConfigShareTest, see CWM-8547), it stored 'null' in 'storageDataRef', and then 'updatedFromStreamProvider' is called again and now the element is loaded, it did nothing, so configuration of the component wasn't updated.

Henry Wylde 275a2aee05 RUBY-32066 allow for null TodoPatterns in TodoItem 
Some languages have some built in syntax for "todo" markers, such as Kotlin and RBS. In these cases it can be useful for support to always include these markers as todo items and not pair them with a comment-specific TodoPattern.
