Kirill Likhodedov d284d94c0b IDEA-79542 Applying stash fails with cygwin git client ...

Cygwin Git requires stash@{x} identifiers to be passed in quotes.
GeneralCommandLine was modified so that it escapes quotes, but that shouldn't be done in this case.

1. Add GitHandler#dontEscapeQuotes to prevent default quotes escaping performed in the GeneralCommandLine.
2. Quote the stash parameter in apply/pop, drop and view actions.
3. Remove the logic from GitUnstashDialog which captured "fatal: Needed a single revision" or "bad revision" messages, because this case is handled by quoting.
