nik 0b3666b173 devkit tests: get rid of obsolete Kotlin version check 
We don't need this check since minimum required Kotlin plugin version was set to 1.2.40. And we need to get rid of it in order to update to Kotlin 1.2.60 (IDEA-189415) because KotlinUastBindingContextProviderService was renamed to KotlinUastResolveProviderService in 1.2.60 (06af2a88f0f5).
