Konstantin Kolosovsky 7bc7852865 Fix directory mappings initialization for "CommittedChangesCacheTest" 
Previous implementation of "ProjectLevelVcsManagerImpl.waitForInitialized" could return when "VcsInitialization" was in IDLE (but not FINISHED) status. In such cases logic relying on active vcses configuration could've been called before active vcses were initialized (in "NewMappings.activateActiveVcses()") which led to errors in tests.

Vladimir Krivosheev 2e4f94e68a External project storage — append postfix @maven to store maven module data 
IDEA project can store idea/maven/gradle/etc modules — we cannot check is it maven project or not. So, per-module postfix is used.

Project files are not yet use different file location — will be tested later is it really required on real-world user project
