peter eaa677882c introduce StackOverflowPreventedException and use instead of manual SOE 
After all, there's no stack overflow yet when it happens.
And to avoid confusing EA which would try to detect loop in stacktrace.

peter 3c5d1085a6 JavaClassReference: don't resolve to inaccessible package 
fixes `WebXmlHighlightingTest` which expects "org.apache" reference to be red,
because it's not in the project, but `BundledGroovyClassFinder` returns this package

unfortunately `findPackage` API has no notion of scope at all, so the reference
has to check the package applicability to its resolve scope itself
