1. Do not warn on float/double, except when the subtraction is immediately cast to int/long (fixes IDEA-167389)
2. Do not warn when it's statically known that overflow will not occur.

Ilya.Kazakevich 354078660d PY-24875: Filter messages in console, do not use InputFilter EP 
With InputFilter API we can't check if are in test console and even
if it is Python console or not.
Affecting any console in Intellij-based product is not good idea
and may lead to performance problems.

Kirill Likhodedov 91f3baa838 BackgroundTaskUtil.executeOnPooledThread: better disposable registration 
1. Register the disposable in the EDT instead of just read action,
   to support even more clients. Require parent disposal to be in the EDT as well.
2. Don't swallow the IOE if the registration fails because the call
   was out-of-sync with the parent disposal process to let the caller
   fix the issue.

Based on comments in IDEA-CR-24663.
