Decreases buffer size to reduce kernel-to-user space copying overhead; bumps processing thread priority to lessen the number of buffer overflows.

Roman Shevchenko b38ca7a9ce [platform] fixes and minor optimizations in Windows file watcher 
- rewritten "is watchable" checks (for drives: GetDriveType() instead of WNetGetUniversalName, for watch paths: a presense of a reparse point anywhere above)
- watch paths with reparse points are now reported as unwatchable (partially resolves IDEA-24885)
- Unicode issues (UTF8/WCS conversion is performed for incoming paths, *W functions are used for checking, unwatchable and remapped paths are reported in UTF8)
- no more unneeded file separator conversion (unwatchable and remapped paths are reported with platform separators)

Sergey Simonchik 7a2f2ac1b2 runnerw: ignore insert sequences as none are provided 
Allows to show error messages for some exit code with system messages containing %1.
For example, now message for 216 exit code:

runnerw.exe: CreateProcess failed with error 216: This version of %1 is not compatible with the version of Windows you're running. Check your computer's system information and then contact the software publisher.

* launcher "command1" "command2" "commandN" runs command line under
UAC.
* "cmd /C copy src dst" copies file
* So we use "launcher cmd /C copy src dst" to copy file to folder

Ilya.Kazakevich 29c484ca42 PY-18154: Add sudo-like tool for windows to deal with UAC 
When admin user launches Intellij, Windows revokes many
user privileges to improve safety for admin users (that is how UAC works).

One can't access "Program Files": any attempt to write something there
leads on ACCESS_DENIED(5) error even if NTFS reports file is writable

The only way to elevate privileges is to launch process as elevated.
"Elevator.sln" is Win32API app that launches command
as elevated. See its sources for more info.
