Mikhail Golubev ed9a008206 IDEA-168220 Use DeferredIconImpl to offload fetching of JIRA icons from EDT 
Also, CachedIconLoader uses concurrent map now, since DeferredIcon utilizes
its own pool to fetch icons.

The idea is originally suggested by Maxim Mossienko.
