nik 85d685dfcc IDEA project configuration: explicitly specify API and Language version for Kotlin compiler 
Otherwise they are automatically set to 1.2 if the project is opened with Kotlin plugin 1.2 (KT-18543), and we aren't ready to use that language version in IDEA project yet.

In PyCharm we have the customized new project UI that allows creating
new environments from the main new project page, so having new
environment options in the add interpreter dialog would be redundant.

Andrey Vlasovskikh 282c9b496f PY-26968 Create new environment for new project by default 
There are no existing configured interpreters for a new installation
so creating a new environment by default seems to be a more logical
choice.
