Kirill Likhodedov 232866ada7 Deprecate PeriodicalTasksCloser and remove its usages 
Requesting for a service or a component from a background thread
can lead to an "Already Disposed" exception.
PeriodicalTasksCloser was introduced to workaround this situation.

However, this approach is incorrect: instead of forking a thread,
catching exceptions and converting them to PCEs, the background
activity should be properly started under a dispose-aware ProgressIndicator
which throws PCEs automatically when a service is requested during
project disposal.

Kirill Likhodedov 231186c428 Let GitVcs.getInstance() be NotNull and update the usages 
In fact, the method can return null, and produce a NPE, if the project
is disposed, and getInstance() is called from
a background thread without a proper project dispose aware indicator.
But that just should be fixed, and then there is checkCanceled
inside findVcsByName.

The change should simplify further upgrades of the built-in gradle.
Fixes libraries version conflicts of platform libraries with the transitive dependencies of the gradle api (e.g. guava issues), since the latter has been repacked.
