*Common methods moved to AbstractRepositoryManager
*update config method called from HgRepo using separate event queue in HgRepositoryUpdater is case hgrc file changed
*HgConfig doesn't implement HgUpdater interface
*Do not reuse old HgConfig, just create new instance in HgRepository
