Kirill Likhodedov f847739b36 VcsConfiguration: move to PersistentStateComponent standard usage 
Make VcsConfiguration to be the PersistentStateComponent's state.
Annotate non-standard elements to keep compatibility with previous
implementation.
This fixes IDEA-103538, IDEA-81143

The field is never updated;
the startup activity seems meaningless and has no effect;
the project is not needed anymore.
