Maxim.Mossienko 4b5b6e84ba assume custom stubs only if psifile's content element type isn't IStubElementType, this fixes performance problem of previous change (that added support for dom indices). Christian Williams 217a6ba514 Activate Maven extensions during project resolution. 
Load extensions so custom transports can be registered, and invoke
AbstractMavenLifecycleParticipant#afterSessionStart() and #afterProjectsRead()
so extensions have a chance to modify the project model.

Fixes IDEA-119940 Maven extensions not activated
