Sergei Tachenov 66e0d8b977 [UI, Wayland] IJPL-222615 Use relative mouse coordinates for menu scrolling 
Because on Wayland we don't know the absolute mouse coordinates,
we use relative ones instead. To know them, we listen to all mouse
move events and convert them accordingly.

This also eliminates the need to convert the point
when dispatching the "mouse entered" event.

Sergei Tachenov 1e719c19c9 [UI, Wayland] IJPL-222615 Introduce wayland.screen.vInsets 
A workaround around the fact that the screen insets are always
zero on Wayland even if they're non-zero in reality.

Applied only to menus because it's too dangerous to apply
it platform-wide to getScreenInsets: in some places,
like the main window positioning, for example,
it's not desirable to create fake insets that would prevent
maximizing the IDE window.

1. Because screen coordinates on Wayland are not reliable,
use coordinates relative to the parent menu window instead.

2. Because the absolute mouse position is not reliable either,
wait for the first mouse event to capture the position relative
to whatever component the mouse in.

Alexander Zolotov ece99aaef7 refactoring [text-matching]: allow creating matchers with fallback and typo tolerant fixing layout matcher 
NameUtil, which previously constructed these matchers, is moving to the IJ platform.
This change allows clients to create the matchers directly.

Vitaly Legchilkin 898ca7f779 PY-86007 Run the Hatch CLI from the first existing parent folder in the path. 
Initially, the ~/PycharmProjects folder does not exist. When we create the first project at ~/PycharmProjects/PythonProject, we can’t run Hatch from its parent folder and have to detect the actual root path instead.

Andrey Cherkasov 2a680c0de5 [kotlin] KTIJ-37133 Make UseOptInAnnotationFix suggest annotation on expressions/statements 
Previously, the fix only suggested `@OptIn` on the containing declaration, file, or module.
Now it can be applied directly to the statement or expression, allowing finer-grained opt-in without affecting surrounding code.
