Eugene Yakavets e37535203c Check CARGO_CFG_TARGET_OS instead of 'target_os' 
'#[cfg]' refers to the environment in which the build.rs's executable
will run, which will be the host (compiler) operating system. It is not
the actual compilation target system.

Vladislav Beskrovny b3aa0cfb93 [platform] IJPL-181469 Run JBR shrinkingGC() when IDE becomes idle 
A `System.gc()` invocation can lead to the heap being shrunk based on
 the percentage of free memory.
If the free memory percentage is higher than `-XX:MaxHeapFreeRatio`
 (70% by default), the heap is shrunk so that the percentage of free
 heap space is lower than `-XX:MaxHeapFreeRatio`.

The recently introduced `shrinkingGC()` is mostly equivalent to `System.gc()`
 except it shrinks the heap respecting `-XX:JbrShrinkingGcMaxHeapFreeRatio`
 option instead of `-XX:MaxHeapFreeRatio`.

With `-XX:JbrShrinkingGcMaxHeapFreeRatio=40` set, `shrinkingGC()`
 can shrink almost 2 times more than `System.gc()`

Nikolay Chashnikov 6228ac9b2a [dev] show precise parent classloaders in the plugin descriptors dump 
The 'getAllParentsClassLoaders' returns the list which is actually used why loading classes, so it's more correct than taking classloaders from the '_getParents' method. Also, the latter often showed many duplicating entries making it harder to read the dump.

Nikolay Chashnikov 01d4250084 [remote dev] don't remove JARs of embedded modules from the plugin main module's classpath (IJPL-179421) 
Otherwise, if an embedded module is included in the same JAR file as the main plugin module, it'll be removed from the classpath, and the plugin will fail to load.
