Mikhail Golubev c3246e9286 PY-29717 Display variable type inline with their name in PEP 526 format 
Thanks to it we also started to display types for class and instance
attributes. Also, moved reassignment chain to sections part of Quick
Documentation and display it only when it actually makes sense.

Kirill Likhodedov 80a4d348a8 vcs: don't scan for vcs roots of content roots, which are under project dir 
If a content root is located inside the project base dir, its roots will already be scanned.
On the other hand, if there are a lot of modules, scanning each of it produces a lot of extra work.
