Nikita Skvortsov 0a1bac12c0 Temporarily disable external annotations import in unit tests. 
It causes heavy slow down. Proper fix is in progress.

Dmitry Zhuravlev 383465d91b vcs: change API for ignored files handling (IDEA-88818, IDEA-184293) 
VCS file ignore API changed for adding ability to generate VCS specific ignore files.

added methods to IgnoredFileProvider:
* getIgnoredFilesMasks method to specify file masks for files which should be ignored in VCS for corresponding plugin.
* getIgnoredFilesDescription method for description which should be added to corresponding ignore file.

introduced:
* IgnoredFileMasksTranslator for translating file masks from IgnoredFileProvider to VCS specific one.
* IgnoredFileGenerator and default implementation for Git.
* IgnoredFileGenerator for generate VCS specific ignore files. Added default implementation for Git (GitIgnoreFileGeneratorProvider).
* VcsIgnoreFilesChecker which check presence of ignore file and create once if needed. Can be disabled in Registry.

Anton Bragin 11095e0a77 VirtualFileDelegate interface introduced 
VirtualFileDelegate interface represents cases when the VirtualFile needs to delegate to another VirtualFile but have no
corresponding DocumentWindow (e.g. it could be represented by single Document instance opened in TextEditor). Examples
include scientific notebook support (e.g. Jupyter Notebook) where VirtualFile with source code delegates to VirtualFile
with Jupyter JSON.
