Kirill Likhodedov 1935c17044 GitRepositoryManager: update on .git dir change, not on mappings change 
This solves IDEA-64973 ("Enable Git Integration" => mapping is changed => GitRepositoryManager gets notified before git init happens => fails to create a GitRepository and shows a notification).
This also handles the case when a registered git repository was created or deleted outside IDEA - now it will be captured.

updateRepositoriesCollection() is called on startup now to initially collect the repositories.
For this GitRepositoryManager.getInstance() is removed from GitUntrackedFilesHolder constructor (otherwise it leads to a cyclic dependency).

Git root rescan happens on every updateRepositoriesCollection().

Kirill Likhodedov 7b52b13e65 GitRootProblemNotifier; use if GitRepository is invalid. 
GitRootProblemNotifier searches for Git roots problems via the GitRootErrorsFinder and notifies about them.
GitRepositoryManager creates a GitRepository instance only if the root is valid, otherwise shows the notification.

Kirill Likhodedov 322970bbd8 Remove GitRootConverter. 
GitRootConverter is not needed: we force user to add VCS roots correctly.
Otherwise an error in the Settings | Version Control is shown, and a notification appears as well - so user is warned well enough.

Kirill Likhodedov b98e84a4f5 Display VCS root errors in Settings | Version Control 
AbstractVcs#getRootChecker to return an instance of VcsRootChecker that would validate roots.
Implement it in GitVcs: use GitRootErrorsFinder to validate roots.

VcsDirectoryConfigurationPanel:
  - display invalid roots in red color
  - display unregistered roots below the table. Let add unregistered root right away.
  - refactor createMainComponent(): extract components creation to separate methods, use GridBagLayout.
