Aleksei Kniazev 2222b97280 [python] install python from NPW (PY-60214, PY-63083) 
- python distributions are available for selection as base interpreter
- sdks are installed and registered with modal progress after creating base dir for project
- new ui for sdk combobox, supporting path selection and custom rendering
- same combobox used for all python environment selection

Kate Botsman c33c4aa44f GTW-6993 Fix Related symbols popup is shown in the wrong position in RD 
In RD `guessBestPopupLocation` returns `ClientRelativePoint` which is processed in a special way to ensure popup position is properly calculated.
Replacing this point with standard `RelativePoint` causes popup to be shown in the wrong position.

In `GotoRelatedSymbolAction` however there is no need to replace the `ClientRelativePoint` with `RelativePoint` as `popupLocation.getPoint().translate` alters the actual point (not its copy) therefore `new RelativePoint` may be safely removed

Sviatoslav Vlasov 7ab0eb832a [lux] GTW-6155: Fix device changing for IdeFrame after WelcomeScreen. Fix lux dialog resizing problem. 
Now ClientGraphicsEnvironment creates for controller explicitly, because IdeFrameImpl creates under local ClientId. Other problem -- size transfering for lux components. This commit changes it a little and make more consistent.

Vladimir Parfinenko 41e5ca1754 [debugger] inline breakpoints, fix races during inlay drawing, IDEA-337960 
Two breakpoints were removed one after another and triggered inlay redraw. First one collected one inlay, second collected no inlays. Second erased all inlays in editor, first brought them back.
