Maxim.Mossienko 96c6021859 introduced INDEX_DATA_OUTDATED saved indexing state that is set on index invalidation upon events. 
It allows us to clean index data properly upon file deletion and also avoid index clearing for changed files upon shutdown (IDEA-118211)
