Aleksey Pivovarov 4604ec18d0 diff: LST - reset all trackers, not only the opened ones 
Reset of opened editors was made to ensure, that we'll create new tracker on changing of VCS configuration. Yet, we have to notify all existing trackers as well.

Steps to reproduce:
* Commit changes in local file
* Close editor right after closing dialog
* Wait for successfull commit popup
* Reopen file

Result: the LST is not reset, and contains invalid range markers

We don't need all this synchronisation anymore, as LST/LSTM are using their own locks instead of WriteAction.
