Andrey Vlasovskikh 1ce1f353ba Don't transform union of tuples into tuple of unions 
This transformation loses the information about what kinds of groups
are not possible. If a function returns 'Union[Tuple[X, Y],
Tuple[Y, X]]', then we know that it cannot return a 'Tuple[X, X]'.

Andrey Vlasovskikh 3bbeb3e12a Inject Python language into string literal annotaions (PY-15206) 
To be more precise, we inject PyDocstringLanguageDialect instead of
pure Python, because it is able to resolve references using its host
file and it has reasonable inspection filters.
