Julia Beliaeva a25698b5f4 [vcs-log] restore data provided by VcsLogPanel 
VcsLogPanel was created to provide data common to Log and File History tab and to reduce dependency from the ui classes on VcsLogUi. This was changed in 646ed803c565af6c71ee8644b22587d1a26aa999, breaking file history actions and introducing additional dependency from MainFrame on VcsLogUi. This commit reverts that change.

Vladislav Tankov 212ad27819 [Spellchecker] Add RuntimeDictionaryProvider extension point to spellchecker. 
Unlike existing extension points, RuntimeDictionaryProvider supports non file-based dictionaries.
It means that dictionary may be even generated at a runtime, or downloaded from remote server.

Semyon Proshev 7ff8e4c8d7 Process only file-level imports (PY-38198) 
Inspection and highlighting run in incremental mode: when user types some symbol, only it and all its parents in PSI tree are processed.

The inspection could not receive some/all imports after typing and hence does not register file-level warning.

Solution: the inspection will not analyze import by import, it will receive file and check its file-level imports. As a result all class-, function- and other scope-level imports will be ignored.

Semyon Proshev 597f5952da Change the meaning of advertiser setting to store ignored stub packages and their versions (PY-31752, PY-31819, PY-34743) 
This allows to ignored only incompatible version of stub package, not all of them.
As a result user will be notified about new version of stub package.

The advertiser became more complicated:
on inspection pass it uses cached result and build messages based on it,
after that the advertiser runs background activity to load latest versions for stub packages whose runtime
ones are used in a file.

Daniil Ovchinnikov b7bf460abe [groovy] compiler: read arg file using UTF-8 charset (IDEA-222841) 
The file is written in GroovycOutputParser#fillFileWithGroovycParameters with UTF-8, and then the file was read with
platform charset, which caused the bug on Windows.
Before 2019.2 the file was also written in platform charset, see b6f12dabfc1a2d2bde4cdaa8f0455351c96e1556.
