25ab9dd62b RUBY-31641 added registry values affecting stubs to the stub version 
User-controlled values are shifted to reduce chance of collision on sequential change

Also moved few values from properties to xml and adjusted value to make sense

f437be708c [rdct] fix changing "Compact mode" option for New UI in JetBrains Client (GTW-6121) 
'suggestRestart' parameter is now explicitly switched off in JetBrains Client (since it handles restart separately), and the old behavior of 'apply' is restored as it was before 943f29d367a2b5.

b92c5fa25a avoid updating new action instance in postProcessVisibleChildren 
Rely on template presentation only because even `ActionUpdater.postProcessGroupChildren` with retries fails to work with that. The new instance could be created in `getChildren` and adjusted in `postProcessGroupChildren` too.
