Mikhail Golubev 064104a318 Mark some proxy-related methods in HttpConfigurable as deprecated, add IdeHttpClientHelpers class 
These methods are very specific for Apache HttpClient 4.x, placed in
rather surprising place and, in the end, they just pollute platform API.
