Brace matching is non-strict by default, so, critical places that change document text on that brace match information explicitly use strict matching now

Denis.Zhdanov 1d96480648 IDEA-79375 IDEA doesn't highlight parent brackets 
1. Removed the code that was expected to fix css braces matching (IDEA-38432) (it hasn't worked anyway);
2. Corrected processing in case of unmatched opposite direction brace;
3. Added tests either for the problem mentioned at the current ticket or IDEA-38434;
