nik 90d7fd8de5 build scripts: don't validate namesOfModulesRequiredToBeScrambled if scrambling won't be performed 
Build scripts for a non-commercial product may reuse ProprietaryBuildTools instance with scrambleTool, in that case build shouldn't fail if modules from namesOfModulesRequiredToBeScrambled don't exist in the project (IDEA-CR-33357).

Mikhail Golubev a66fc1c678 PY-25488 Preserve formatting of extracted collection literals 
as it's especially tedious to re-format them each time afterwards and
being surrounded with brackets they are safe to be moved to RHS of an
assignment.

Alternatively, we could leave such inlining only for binary expressions
since they can become syntactically illegal when moved out of the
context with implicit line joining (PY-2862).

All other detected interpreters will be show in the Add Python
Interpreter dialog. They are detected, sorted, and categorized without
running them in that dialog.
