Vladimir Krivosheev eea31ae16d SchemesManagerImpl — reimplement using the same approach as DirectoryBasedStorage 
touch VFS/FS only if need, avoid empty directory
don't use local data if remote exists — provider must be DVCS, it allows us to simplify platform. Don't reimplement the wheel — use existing tooling.

This class can't be serialized by new-style XML bindings, unless
