For some reason, a couple of tests in
CustomScopePaneTest
failed in a really strange way: the top directory
of the project stopped being recognized by the project
index as a part of the project content.
It's not clear why that happened, but it seems
like a nice idea to disable icon deferring in tests,
because unlike in production, test may never actually
try to paint the returned icon, and therefore
the actual icon computation won't be tested.

This is needed, first of all, to make
DjangoAdminFieldReferenceCompletionTest
pass. It starts to fail when deferring icons in ElementBase.getIcon,
because it's impossible to create smart pointers for this element,
the code in SmartPsiElementPointerImpl.createElementInfo
fails, and the comment there tells that isPhysical=false
is the way to solve it.
It's old code, but DjangoAdminFieldReferenceCompletionTest
is new, and it was introduced after ElementBase.getIcon
stopped deferring icons on a BGT. Now that we want
that deferring back, it seems logical to fix this on the PSI side.

In WindowRoundedCornersManager, we convert the platform params
to JBR params. Because the values accepted by the JBR for Wayland
are the same as for Windows
(see the RoundedCornersManager.setRoundedCorners docs),
let's just add another condition to the existing branch.

Since other plugins aren't supposed to declare dependencies on this content module, it shouldn't define a plugin. This is because even after we make content modules private by default (see IJPL-207059), a module defining a plugin alias inside can still be referenced via that alias.
There are no usages of this alias in the monorepo and plugins from the Marketplace, so they can be safely removed.
