Marco Pennekamp a83fe50e9b [kotlin] New Inspection API: Minor fixes 
- Replace `sealed` with `abstract` in inspection/intention base classes, as it causes sporadic exceptions in IntelliJ. (Likely an issue with binary compatibility of locally compiled classes.)

Marco Pennekamp ea7c3cfdad [kotlin] New Inspection API: API improvements 
- Require `ApplicabilityRanges.SELF` to be specified manually with every intention/inspection so that the developer is forced to think about the applicability range.
- For inspections, rename `getFamilyName` to `getActionFamilyName` as this is the family name of the quick fix. The inspection's family name is configured via XML.
- Add `getProblemRanges` to inspections, which allows selecting a subset of applicability ranges to register the inspection's problems. The default implementation which selects all ranges should suffice for most inspections.

Marco Pennekamp 788b236fae [kotlin] Port applicator-based inspections to KotlinApplicableInspection API 
- I've also changed the wording of several inspections. Family names and problem descriptions are worded as descriptions (e.g. "Redundant modality modifier"/"Redundant 'open' modifier"), while action names are worded as actions (e.g. "Remove redundant 'open' modifier").

Marco Pennekamp 95e18f8c86 [kotlin] Implement KotlinApplicableInspection API 
- The new inspection API covers inspections which should visit a single element type and produce a single problem/quick fix. The API doesn't yet cover inspections that can generate zero or multiple quick fixes.
- Diagnostic-based inspections are also supported by `KotlinApplicableDiagnosticInspection`. Only a single diagnostic type can currently be specified. Multiple diagnostic types may be supported in the future.
- `KotlinApplicableTool` and its siblings are interfaces that allow sharing the common methods such as `getActionName` between the intention and inspection classes.
- `KotlinSingleElementInspection`, as a supertype of `KotlinApplicableInspection`, handles visiting a single element. This implementation was moved to its own class because it's more general than an applicable inspection.
