Nadya Zabrodina 5bdcc99e18 [hg]: IDEA-153041 Mercurial history is not following moves & renames 
* provide  workaround to fix hg problem (IDEA-149897);
* hg can't follow renames for provided rev set;
* there are python workaround: using  -r 'follow(relFilePath) and revset' but it may not work for some versions;
* annotate file from diff can't track renamed even with python workaround because we need file name in working directory to follow, not filename in pointed revision; finding this  local name may be slow;
* for now, annotate from diff (etc for not current revision) does not track renames in Log command

Mikhail Golubev dffea1772b PY-18892 Always use UTF-8 to interact with rest_formatter.py helper script 
It's needed to avoid using fallback ASCII encoding when HTML produced
by docutils is written to sys.stdout, as we interact with the process
via pipe. It's better to be explicit about encoding in use, escpecially
because docstring may contain special characters such as math symbols.
