Mikhail Golubev 16eebe034e PY-25001 Implement Complete Current Statement for collection literals 
It works by automatically inserting a trailing comma before a line break in
multiline collection literals. Additionally, a colon is inserted between a key
and a value in dict literals.

Because of the language ambiguity regarding syntax of some incomplete collection
literals, colon is not inserted after the first key of a dict literal
(it's indistinguishable from a set literal with one item), and comma is not
inserted after the first item of a parenthesized tuple (it's indistinguishable
from a parenthesized expression).

The idea was taken from such implementation of Complete Current Statement for
JSON.

yopox fecc1be202 IDEA-241925 Show same-named templates in completion results 
If two templates had the same name, only one would be displayed.
This commit makes it possible to display same-named predefined and user defined templates.

Daniil Ovchinnikov 81c1346df4 migrate WebReferences to Symbol API; update references machinery 
1. [symbol] `ReferenceProviders#byLanguageInner` was fixed to support beans with `Language.ANY`.

2. The problem: addition of external UrlReferences makes them override old schema-references in xml attributes.
Before the change new references (own + external) were preferred to old references (PsiElement#getReferences).
The solution part 1: [symbol] prefer own references to external references, after the change: own > external > old.
The solution part 2: [xml] return old attribute references as own references to make them more preferable.

3. Add UrlReferenceHost instead of CommentsReferenceContributor#COMMENTS_REFERENCE_PROVIDER_TYPE.
