Mikhail Golubev d74cfa71f5 PY-31442 Methods of StringLiteralExpression delegate to those of RichStringNode 
First of all, getDecodedFragments() and getStringLiteralTextRanges().
Moreover, all the logic related to unescaping of string literal content is moved to
the dedicated class PyStringLiteralDecoder.

Mikhail Golubev 53333427d4 PY-31442 Revive the idea of PyRichStringNodes -- LeafPsiElements with helper methods for strings 
It will allow to uniformly work with formatted and literal string nodes in future,
and makes API prettier overall, since we don't need to use StringNodeInfo and
methods of PyStringLiteralUtil to get all this information about strings in Python.

Mikhail Golubev 841fcbc914 PY-20159 Add an option to make optimize imports case-insensitive 
Both packages/module names and names of individual imported symbols in
"from" imports are sorted case-insensitively if it's enabled.
To keep things simple I decided not to replicate the exact scheme used
by isort to order names in "from" imports where they have different priority
depending on whether they are ALL_CAPS or CamelCased (check the issue for
related discussion).
