nik b2019a1bc0 build process: ignore information about changes from IDE if there are unloaded modules 
Otherwise it may incorrectly skip build because unloaded modules aren't monitored by IDE (IDEA-180530).

Alexander Koshevoy dc35a1a431 Python console test failures fixed 
`PydevConsoleCommunication.waitForTerminate()` method did not work because of untimely nullification of `WebServer.listener` field in `WebServer.shutdown()` method. It is replaced with `PydevConsoleCommunication.closeAsync()`.

- when the selected line contains embedded fragment with the other language,
line still can be commented with the wrapping language comment symbols
