[unit tests] IJPL-209375 Remove not Linux assumption from IconScaleTest

This assumption was mistakenly ported from pre-Java 9 code.
It was
assumeTrue(SystemInfoRt.IS_AT_LEAST_JAVA9 || !SystemInfoRt.isLinux)
So the assumption was always true for Java >= 9.
Therefore, it should be always true now.
