[Tables Inspections] PY-85064 Filter the dataframe to show the instances of the detected issue #PY-85064 Ready for Merge

* Added an ability to filter pandas dataframes so that the rows with detected problems will be shown
* Fixed "str" type (pandas 3.0.0) in columns' types detection
* Fixed False Positive visibility of "quotes" toolbar in the filter view panel in a filter value field
* Made the combobox with conditions show all existing conditions right out of the box, without scrolling
