[Markdown][IJPL-251259] Adapt scrollbar styling to IDE scale

Refactored `JBCefScrollbarsHelper` to support scaling for custom scrollbar styles based on the IDE scale. Adjusted Markdown preview to utilize the new method for consistent styling.
