for monorepo when compiling with rules_kotlin force ijar-produced java ABI to match the rules_jvm logic (MRI-4417)

-- this does not seem to affect build times much (full rebuild runs even a bit faster), but it does make a differenct whether non-private bridge methods are retained in ABI content. This flags affects only compilation with upsteam rules_kotlin
