[github] remove 'incompatible-with' tag from intellij.vcs.github.ultimatePromo

It doesn't work in content modules (see IJPL-200858). The suggestion isn't shown in commercial IDEs anyway, because 'PluginAdvertiserService.getSuggestedCommercialIdeCode' returns 'null' for them.
