[yaml + remdev] IJPL-149085 Use different plugin layout in yaml plugin for community and ultimate IDEs

CWM-* modules required to build a frontend plugin are not available in the community, but still expected to be included in the main plugin jar in case a full-fledged IDE is used as a client.
