Revert: JRE bundled folder structure changed: jre/jre/.. -> jre/..

IDEA-166909  Compiling 1.5 with JDK9 problem

Reason to revert: to avoid IOException during the patch because exe launchers lock the jre/bin(jre64/bin) folder. Thus next:
1. update exe launchers (done. fixed in 11961c19dbf4.)
2. include the jre layout changes (a week later).
