IJAI-69 decentralize AIR module architecture metadata

Keep each content module's architecture ownership beside its .iml so module metadata moves and is reviewed with the module it describes.

Validate local descriptors through the shared docs parser and keep KDoc as additive symbol-level documentation. Module prose is rendered and searchable without adding production declarations.
