[todo] IJPL-204100 Move remote settings extension point to ide.impl

To avoid introducing new validation supressions, `intellij.rdct.remoteSettingProvider` is declared in `intellij.platform.ide.impl` alongside `RemoteSettingInfoProvider`, instead of the ultimate-only `intellij.platform.split module`.

This gives community modules a valid runtime dependency path to the EP. Default provider is still registered in `intellij.platform.split` and some stale suppressions are removed.
