PY-89943 fix LSP tool widget "Open Settings" action

Browse Source 
Pass `PyExternalToolsConfigurable::class.java` directly to
`LspServerWidgetItem` and drop the now-unused `configurableClass`
override from `PyLspToolDescriptor` and its subclasses.
