IntelliJ project configuration: get rid of dependency from intellij.uiDesigner to java

Since intellij.uiDesigner is used in non-java IDEs it isn't correct to have this dependency in the module. Actually the classes from intellij.java aren't used in the module, so the dependency can be replaced by dependency on intellij.xml.psi exported from intellij.java.
